What causes this issue?
You want to release an activity that is allocated to WBS element &V1&,
or you want to allocate an activity to WBS element &V1& after the
activity has been released. However, the system status of the WBS
element is neither <ls>released</> nor <ls>partially released</>.

How to fix this error?
Set the system status of WBS element &V1& to <ls>released</>, then
release the activity or assign the WBS element to the activity.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
