What causes this issue?

The following reasons may cause the issue:
The exemption list &v1& in the file is corrupt.
A regulatory list has not been provided by the supplier.
In the back-end system, there is no regulatory list is in the mapping
table that contains all assignments.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

from your supplier.
If the mapping table needs an entry, extend the mapping table <LS>Assign
Provided Exemption Lists to Provided Regulatory Lists </>
<AB>EHPRCV_IMAP_EXLI.</>
Note the following:
Use the <LS>Maintain Table Views: Initial Screen </>(<AB>SM30</>)
transaction to access the mapping table, or use the <LS>You can also</>
button on the screen while manually importing.
Combine the values of the <AB>ExemptionListID</> - as provided in the
<AB>Authority</> and <AB>Identity</> fields of the XML file - without
any spaces or additional characters and use this combination as the
entry for the exemption list in the mapping table. Use the provided
<AB>QueryListID </>as the value for the regulatory list revision.
