The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

What causes this issue?

In property RMM environment for the instance with sort order '&V2&',
contributing scenario &V1& contains an effectiveness without a
corresponding measure in characteristic &V3& (&V4&). You cannot have an
effectiveness without a measure.

System Response

The system continues generation. However, the system does not transfer
this instance to the ESComXML file.

How to fix this error?

Enter a measure in the characteristic &V3& (&V4&) of the instance with
the sort order '&V2&' in the characteristic RMM: Environment of the
contributing scenario &V1&.
