What causes this issue?

The compliance check process is activated by selecting the option
"Execute Compliance Check for Explosive Storage Locations".

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you do not deal with explosive storage locations, you can deactivate
the compliance check in the following Customizing activity:
Choose Explosives Management for SCM Extended Warehouse Management >
Define Compliance Check Control for Warehouse.
Deselect "Object Active" for the required object types to deactivate the
checks.
