Change number & does not allow classification

What causes this issue?

<DS:GLOS.change_number>change number</> &V1& cannot be used for
classification.

System Response

The system checks whether classification is one of the object types for
which the change number is active.

How to fix this error?

If you have the authorization, you can change the change master record
to include classification as an object type.
If not, use a change number which is active for classification.
