What causes this issue?

You are trying to create procurement alternatives for this material.
However, a setting in the material master specifies that the material
either should not be costed or should not be costed using costing with
quantity structure.

System Response

You cannot create any procurement alternatives for this material.

How to fix this error?

In the costing view of the material master record, check the indicators
<DS:DE.CK_EKALREL>With quantity structure</> and
<DS:DE.CK_NO_COSTING>No costing</>.
