What causes this issue?

You want to use the document &V1& &V2& &V3& &V4&. However, the document
either
does not exist or
exists, but has a document type which doesn't allow
this document to be used as a production resource/tool.

How to fix this error?

Use a different document or
create the document as a PRT.
