Change master status & does not allow changes

What causes this issue?

You want to create or change an object with the change number you
entered. The change master for this number contains status &V1&, which
does not allow changes to be made to an object.

How to fix this error?

Choose an active change master which fulfils the change requirements
for your object.
If you really want to use this change number, change the status in the
change master. If you are not authorized to change the status, consult
your system manager for authorizations.
