Measurement data is locked for transfer

What causes this issue?

The results of the last system measurement were released for transfer
to SAP. To do this, the data must be transferred to the System Data
Control Center (SDCC) in a background job. This job has not yet run.
Another system measurement cannot be started at this time.

System Response

The new system measurement is terminated.

How to fix this error?

Start the new system measurement again later. You can check the status
of the transfer using transaction SDCC.
If you do not have authorization to use SDCC, report the problem to a
user with the appropriate authorization (probably a system
administrator).
