What causes this issue?

The system tried to restart a message within the waiting queue
automatically. For this an Inbound Destination of the backgound RFC
(bgRFC) must be defined.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Execute report RBS_SOA_IAS_SETUP_BGRFC.
Alternatively you might define the required settings manually:
Define RFC destination BS_SOA_PPO_RETRY of connection type '3' (Abap
connection). Set the 'qRFC version' to value 'bgRFC'.
Within the bgRFC Configuration define Inbound Destination
BS_SOA_PPO_RETRY
