What causes this issue?
For those draft BOs without write active persistence, which are migrated
to RAP (Restful ABAP programming model), it is not possible to create
determinations with category "React during save".
System Response
BO activation is terminated
How to fix this error?
Remove the determination with category "React during save", and activate
the BO again

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
