What causes this issue?

When reading file &V1&, the system expected at least &V3& bytes at
position &V2&. This fell below this limit.

System Response

Reading the file was terminated.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
