No conversion possible: Configuration not active

What causes this issue?

For the application <LS>Asset Accounting (FI-AA)</>, the system
configuration is such that the new configuration is <ZH>not</> switched
to active. This is inconsistent as the corresponding switch must be
automatically switched on when shipped with SAP S/4HANA Cloud 1902.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
