What causes this issue?

Archive Routing is not possible for archiving object &V1&.
Most likely, this is an XML archiving objet, which does not support
Archive Routing.

System Response

The system does not allow you to enter any routing rules.

Whether or not Archive Routing is possible for an XML archiving object
is determined in the archiving object definition function (transaction
AOBJ) in the <DS:DE.ARCH_XMLRT>"XML Archive Routing Possible"</> field.
