Query &1 does not exist

What causes this issue?

An attempt was made to open query '&V1&' (user group '&V2&', work area
'&V3&'). This query does not exist, however.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The query cannot be loaded.
