Place the cursor on a local field

What causes this issue?

The chosen function is supposed to handle a local field indicated by
the cursor position, but the cursor is not on a local field.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You can recognize a local field by the fact that the field for the
short name cannot accept input. Also, a flag is then set.
