Query is already being edited by user &

What causes this issue?

There are two possible reasons for the error:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

You attempted to edit a query that was already being edited by another
user.
You attempted to execute a query being edited by another user. This
user has already saved a new version of the query, but no suitable
program has yet been generated. No program can be generated until the
user has finished editing the query.
