What causes this issue?

You tried to assign
an appropriation request to a program position or
a measure to an appropriation request
During this process, the system found that at least one of the measures
assigned to the appropriation request is already assigned to an
investment program.
The measure involved is measure &V1&.
You can assign to an investment program
<ZH>either</> the appropriation request
<ZH>or</> the measures that belong to the appropriation request

System Response

The function is not carried out.


If the appropriation request has "replaced by measure" system status,
then it is possible that any existing assignment to an investment
program was copied from the appropriation request to its measures, when
the status was set.
