Plan version &1 is not allowed

What causes this issue?

You tried to enter plan values for an investment program in plan
version &V1&. However, this is possible only if you specifically assign
plan version &V1& to approval year &V2& and program type &V3&.

How to fix this error?

Either assign plan version &V1& to approval year &V2& and program type
&V3&, or plan only in version 0.
