What causes this issue?

You tried to create the investment program position &V2& as
subordinate to, or at the same level as program position &V4&.
However, this is only allowed if both positions belong to the same
controlling area.
The position &V4& belongs to the controlling area &V3&. However, you
have assigned controlling area &V1& to the new position &V2& that you
are creating.

System Response

Controlling area &V1& is ignored. The system uses
controlling area &V3&.
