Approp.request &1: Cumulative plan values larger than overall plan value

What causes this issue?

The overall plan value is less than the cumulative plan value. This is
not allowed. The cumulative plan value is the sum of the annual plan
values. The overall plan value has to be at least as large as the sum
of the annual plan values.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
