Sum of plan values larger than overall plan value

What causes this issue?

The overall plan value is less than the sum of the plan values.
The sum of the plan values is the sum of the annual plan values. The
overall plan value must be at least as large as the sum of the annual
plan values.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
