What causes this issue?

Billing or simulation cannot be processed because there are not enough
meter reading results.

How to fix this error?

Make sure the following criteria are met:
For billing, there must be at least two meter reading results for each
register to be billed - one to mark the start and one to mark the end
of the period to be billed. In most cases, this is either the move-in
result and the periodic result, or the periodic result from the last
billing and the current periodic result.
For the overall check and budget billing simulation, there must be at
least one meter reading result - to mark the start of the period to be
simulated. In most cases, this is the move-in result or the periodic
result from the last billing.
Enter the missing meter reading results and repeat the transaction.
If processing is canceled again, an internal error may have occurred.
