No key figures assigned to single records procedure &1 on date &2

What causes this issue?

No key figures have been assigned to this evaluation procedure.
If this message is displayed when you are assigning key figures, then if
you press <Enter> the system displays a table containing all the key
figures that can be assigned. You can then select the key figure as
appropriate.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
