Unable to select shift scenarios for display

What causes this issue?

In order to select the relevant shift scenarios, you have to select at
least one valid single records procedure, final results procedure, or
key figure.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?
