What causes this issue?

No data has ever been uploaded for this evaluation procedure (new
evaluation type, or initial upload when using the system for the first
time).
Enter a date for the start of the period. The system will upload the
data for all the dates in the period from the period start date you
enter here up to the specified period end date.
