Partially active domains or data elements for table (&)

What causes this issue?

If changes are made to domains and data elements, tables will be
regenerated. If one of the dependent tables cannot be regenerated, the
objects will be marked as 'partially active'.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
