Partially active tables for domain (&)

What causes this issue?

If changes are made to domains or data elements, tables will be
regenerated. If one of the dependent tables cannot be regenerated, the
objects will be marked 'partially active'.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
