What causes this issue?

Fee deactivation failed due to one or more of the following reasons:
Status change is not allowed from the current fee status to inactive
status.
Fees is already locked by another user or locked in another session by
the same user.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
