Access routines & for the derivation rule could not be generated

What causes this issue?

For derivation rules, the system always generates a program that
contains routines for accessing the generated tables for the derivation
rule entries.
This program could not be generated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Contact your system administrator.
It needs to be determined why program &V1& could not be generated.
