Item & is missing in reference document but NF type is not "complementar"

What causes this issue?

An item or item tax is missing in the reference document, but the
present nota fiscal type is not "complementar".

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Create a sales order with nota fiscal document type "complementar".
