What causes this issue?

The data entered does not cause changes in the dataset.
Either the specified values in the selection do not make changes
necessary, or changes would be made for which you have no authorization.
For example, if you do not have a maintenance authorization for all
recycling partners, you cannot make changes using the collective
maintenance function.

System Response

The system is unable to make any changes.

How to fix this error?

Enter a valid collective maintenance instruction.
Check your authorization using the transaction SU53.
