No more recycling partners in country &1 and company code &2 in access

What causes this issue?

The system was unable to find another recycling partner that can be
assigned.
Either there are no more recycling partners defined in the company
code &V2& and country &V1&, or you are not
<DS:UO.J_7L_STAMM>authorized</> to process other recycling
partners.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Procedure for System Administrators

Verify the <DS:TRAN.SU53>authorization check</> when you access the
dialog.
