What causes this issue?

A responsibility has not been defined for the object specified.
Rules
If the specified object is a rule, rule resolution for the
'responsibilities' rule category can only take place using
responsibilities. If no responsibilities have been defined, rule
resolution is unsuccessful.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check your entries and maintain the responsibilities if necessary, or
choose a different rule category.
