The capacity availability check could not be carried out for one of the
following reasons:
No control parameters are defined in Customizing for the plant and the
order type.
The control parameters defined in Customizing for the availability
check do not allow a check to take place.

How to fix this error?

Check the control parameters for the availability check in Customizing
for the plant and the order type.
